Digital Empowerment & Inclusion Initiative (DEII)

Theme: Digital Rights and Inclusion A Shared Responsibility to Promote Human Rights

A National Flagship Program of the Womens Environmental Forum Uganda (WEFUganda)

PROGRAM OVERVIEW

The Digital Empowerment & Inclusion Initiative (DEII) is a transformative national program designed to equip women, girls, youth, and marginalized communities with essential digital skills, rights awareness, and online safety to meaningfully participate in Ugandas digital economy and civic space. Recognizing that digital rights are human rights, DEII promotes inclusive, safe, and equitable access to technology while fostering responsible digital citizenship. The program leverages digital tools to strengthen community development, environmental justice, climate advocacy, and democratic participation.

DEII is aligned with:

  • Ugandas Digital Transformation Roadmap
  • National ICT Policy
  • SDGs 4, 5, 9, 10, 13, 16, and 17
  • African Union Digital Transformation Strategy (20202030)

PROGRAM RATIONALE

Despite Ugandas rapid digital growth, women, rural youth, environmental defenders, and underserved communities remain excluded from meaningful online engagement. Existing challenges include:

  • Limited access to affordable internet and devices
  • Low digital literacy, especially among rural women
  • Online safety risks including cyberbullying and OGBV
  • Limited awareness of data rights and digital freedoms
  • Underrepresentation in digital leadership and governance
  • Increasing digital threats to activists and human rights defenders

Digital inequality widens economic, educational, and civic participation gaps. DEII addresses these gaps by promoting safe access, equity, and shared responsibility among citizens, government, private sector, and civil society.

PROGRAM GOAL

To advance human rights and inclusive development by empowering women and marginalized communities with digital skills, rights awareness, and safe access to online platforms, enabling full participation in social, economic, and civic life.

PROGRAM OBJECTIVES

  1. Increase digital literacy and competencies among women, youth, and vulnerable groups.
  2. Promote awareness of digital rights, data protection, and online freedoms as essential human rights.
  3. Strengthen online safety, cybersecurity, and protection from online gender-based violence.
  4. Enhance digital inclusion through improved access to technology, devices, and affordable internet.
  5. Foster multi-stakeholder collaboration to advance digital rights, online safety, and responsible digital governance.

Digital Inclusion & Access Initiatives

  • Establishment of Community Digital Hubs
  • Device-support programs (schools, women groups, youth)

DIGITAL INNOVATION PILLAR

Digital Green Livelihood & Innovation Navigator (DI-GLiN)

A flagship arm supporting women and youth to use digital tools for green enterprises, climate action, and eco-innovation.

DI-GLiN Objectives

  • Promote adoption of green digital solutions (agriculture, tourism, environment).
  • Support eco-enterprises and climate-tech innovations.
  • Link communities to digital marketplaces.
  • Equip environmental defenders with digital monitoring tools.
  • Foster creativity through innovation labs and mentorship.

  • Digital entrepreneurship & eco-enterprise training
  • Coaching on GIS, AI, climate apps & early warning systems
  • Innovation labs in schools and communities
  • Market access support for eco-producers
  • Digital climate storytelling and environmental reporting
  • Youth hackathons for green-tech solutions
