Peace, Justice, Accountability & Democratic Governance (PJADG) Program

Anchor: Systems & Policy

Program Vision

A Uganda where peace, justice, accountability, and democratic governance are institutionalized, empowering citizensespecially women and youthto participate in decision-making, access justice, and hold leaders accountable.

Program Mission

To strengthen governance systems and policies that promote justice, peace, transparency, accountability, and citizen participation through research, capacity building, advocacy, and community engagement.

Program Goals

  1. Strengthen peace and conflict prevention mechanisms at community and national levels.
  2. Increase access to justice and legal protections for women, youth, and marginalized populations.
  3. Enhance transparency and accountability in public institutions.
  4. Promote participatory democratic governance and civic engagement.

Program Components & Activities

1. Peace & Conflict Prevention

Objective: Reduce community conflicts and strengthen local peace systems

  • Form/revitalize local peace committees
  • Train community leaders in mediation and conflict resolution
  • Conduct community peace dialogues and campaigns

Expected Outcomes:

  • Local peace committees functional
  • Reduced conflicts
  • Community members trained in conflict resolution

2. Justice & Rule of Law

Objective: Improve access to justice and legal protections

  • Legal aid clinics and paralegal networks
  • Advocate for gender-sensitive justice reforms
  • Community campaigns on human rights and legal literacy

Expected Outcomes:

  • Increased access to legal services
  • Women and youth more aware of rights
  • Justice system more responsive to marginalized groups

3. Accountability & Transparency

Objective: Strengthen citizen oversight and institutional accountability

  • Civic monitoring and social audits
  • Community scorecards for public services
  • Advocacy campaigns on anti-corruption

Expected Outcomes:

  • Public institutions more transparent
  • Citizens actively monitor service delivery
  • Policy changes informed by citizen feedback

4. Democratic Governance & Civic Engagement

Objective: Increase citizen participation in governance

  • Civic education workshops
  • Citizen consultation forums
  • Engage policymakers on participatory policy development

Expected Outcomes:

  • Policies reflect citizen priorities
  • Increased participation of women & youth
  • Stronger community-government engagement

5. Monitoring, Evaluation & Learning (MEL)

Objective: Track performance, inform policy, and ensure sustainability

  • Develop governance and accountability indicators
  • Conduct baseline, midline, and endline assessments
  • Generate policy briefs and lessons learned

Expected Outcomes:

  • Evidence-based governance reforms
  • Lessons shared with stakeholders
  • Continuous improvement of program interventions

Target Beneficiaries

  • Primary: Women, youth, and marginalized communities.
  • Secondary: Local government officials, civil society organizations, policy makers, justice sector actors.

Strategic Approaches

  1. Systems & Policy Strengthening: Focus on reforming governance policies and institutional frameworks.
  2. Gender & Inclusion Lens: Ensure women, youth, and vulnerable groups are central to all interventions.
  3. Partnerships & Collaboration: Engage government, CSOs, community leaders, and academic institutions.
  4. Evidence-Based Advocacy: Use research, community feedback, and data to influence policy.
  5. Sustainability: Institutionalize governance practices and build local capacity for long-term impact.

Key Activities: Peace dialogues, civic education, social audits, public campaigns

Key Activities: Midline evaluation, policy briefs, lessons learned dissemination
